Eligibility Criteria

1. Academic Qualifications

  • Master’s Applicants: Must hold or expect to complete a Bachelor’s degree (minimum 16 years of education). Must be at least 22 years old at the time of enrollment.
  • Doctoral Applicants: Must hold or expect to complete a Master’s or equivalent professional degree. Must be at least 24 years old at the time of enrollment.

2. Institutional Requirement

Applicants must belong to one of the following categories:

  • Enrolled in or graduated within one year from a university, research institution, government body, or company in Asia or Tokyo’s Sister/Friendship Cities.
  • Enrolled in one of TMU’s International Partner Universities.
  • Already enrolled in a Master’s program in Japan with a valid Student Visa.

3. GPA Requirement

Applicants must have a GPA of 2.30 or higher on Tokyo metropolitan University conversion scale. This GPA must be maintained throughout the scholarship period.

4. Language Proficiency

  • Japanese Proficiency: JLPT N2 or higher, or proof of Japanese-medium education.
  • English Proficiency: Equivalent to CEFR B2 or higher (e.g., IELTS 5.5 6.5, TOEFL iBT 72+), or proof of English-medium education.

5. Other Conditions

  • Applicants must be willing to learn basic Japanese to communicate in daily life.
  • Must aim for future employment in:
    • Companies with headquarters/branches in Tokyo
    • Universities or research institutes
    • Government or public organizations
